Along with Entei and Suicune, Raikou is one of the Legendary beasts resurrected by Ho-Oh after the burning of the Brass Tower. Of the three Legendary beasts, Raikou is said to represent the lightning strike which ignited the fire that consumed the Brass Tower.
It is one of the Legendary Pokemon of Johto beast trio and in Pokemon Go, it is a Tier 5 Legendary Raid Boss with a maximum CP of 45435.

Raikou counters, as seen from the above table are Ground-type attacker. Strongest Ground-type charge move in Pokemon Go is Earthquake, so keep hitting him with Earthquake. Plus it does not have any other type moves to make things complicated like Zapdos.
So if you select a Ground team and a decent team size, it will be taken down easily. But it is a worthy team member for any roster, topping Zapdos by roughly 5-10% stats.
Other Counters that can be used:
As we already explained above, it’s best to counter with GROUND attackers and moves. However, don’t forget that the following Pokemon are also useful, despite not having a strict type advantage
